Why Isn't My HubSpot Workflow Enrolling Contacts? Troubleshooting Guide

If contacts aren't enrolling in a HubSpot workflow, the most common causes are: the workflow is turned off or the enrollment trigger has an "AND" condition that's too strict, the contact already went through the workflow and re-enrollment isn't turned on, or the contact is on a suppression list. Check the workflow's enrollment history and criteria in that order before assuming there's a deeper bug.

Step-by-step troubleshooting

  1. Confirm the workflow is active. It sounds obvious, but a workflow left in draft or manually turned off after testing is the single most common reason for zero enrollments. Check the toggle at the top of the workflow.
  2. Check the enrollment trigger logic. Open "Enrollment triggers" and review whether conditions are joined with AND or OR. A trigger requiring five conditions to all be true (state = X AND industry = Y AND lifecycle stage = Z, etc.) enrolls far fewer contacts than one requiring any single condition.
  3. Check re-enrollment settings. If a contact already went through this workflow once, by default they won't re-enroll even if they match the trigger again. Turn on "Re-enrollment" in the workflow settings if repeat enrollment is expected behavior.
  4. Check suppression lists and unsubscribe status. Contacts who are unsubscribed from marketing email, or on a suppression list tied to the workflow, won't enroll in workflows that send email — even if every other condition matches.
  5. Use "Test workflow" with a specific contact. HubSpot's testing tool shows exactly which enrollment conditions passed or failed for a given contact — use it instead of guessing.
  6. Check the object type. A contact-based workflow won't enroll based on a deal property, and vice versa. Confirm the workflow type matches where your trigger data actually lives.

Common mistakes

The most frequent cause by far is an enrollment trigger with too many AND conditions, often added incrementally over time as the workflow's purpose evolved, until almost no contact satisfies all of them simultaneously. A close second is forgetting that re-enrollment is off by default — teams build a workflow, test it once with their own contact record, then wonder why it never fires again for that same contact in production. And property-based triggers are especially fragile: if the property a workflow checks isn't being set consistently upstream (a form field, an integration, a manual update), enrollment looks broken when the real problem is the data feeding it.

When to bring in a pro

A single simple workflow is usually fixable by working through the checklist above. It's worth bringing in help when you have a chain of workflows depending on each other and a break anywhere upstream cascades through the whole system, when enrollment criteria have grown complex over years of edits with no one sure what's still needed, or when the root cause turns out to be inconsistent data quality rather than the workflow logic itself. FAQ

Why did a contact enroll once but not again?
Re-enrollment is off by default in HubSpot workflows — a contact who already went through the workflow won't re-enter even if they match the trigger criteria again, unless you explicitly enable re-enrollment.

How do I see why a specific contact didn't enroll?
Use the workflow's "Test workflow" feature with that contact's record, or check the contact's timeline for a note on enrollment criteria evaluation.

Does an unsubscribed contact ever enroll in a workflow?
They can enroll in workflows that don't send marketing email, but they'll be skipped on any email-sending action within the workflow.

Can a workflow re-check enrollment criteria after enrollment?
Only if you add a "re-enrollment trigger" or explicit criteria-check actions inside the workflow — enrollment itself is evaluated once at the trigger, not continuously.
